The Opportunity

Reporting to the Manager – Court Services, you will be responsible for the effective and efficient delivery of day-to-day operations for court administration, court support, and the supervision of the Court Services Section.

Ideal Candidate

The ideal candidate will have the following:

·       Degree in public or business administration, commerce, or a related discipline; and

·       Four years’ experience in court administration; or

·       Diploma in public, business, or judicial administration or a related discipline; and

·       six years’ experience in court administration

·       Minimum three years of supervisory experience, preferably in a unionized environment

·       Thorough knowledge of and ability to interpret regulations/legislation and processes related to court administration matters

·       Demonstrated ability to work with the ICON system (Integrated Court Offences Network)

·       Ability to establish and maintain effective working relations with municipal partners, private and public officials, direct reports, co-workers, and the general public

·       Strong research, project/time management, analytical and problem-solving skills

POSITION SUMMARY: Under the general direction of the Manager Court Services, is responsible for the effective and efficient delivery of day-to-day operations for court administration, court support, and the supervision of the Court Services Section.

MAJOR RESPONSIBILITIES:

1. Supervises and coordinates all aspects of court administrative tasks including filing of court documents, scheduling of interpreters, trial scheduling, search warrants, reports to justice, appeals, records management, review and approval of defaulted fine requests and fine enforcement.

2. Supervises and coordinates all aspects of court support tasks including court recordings, transcript requests, exhibit management, docket preparations/updating, courtroom utilization, accessibility, and special judicial requests.

3. Supervises Section staff including staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, discipline, and termination decisions.

4. Assesses Section staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.

5. Supervises fine enforcement and internal processes related to collections including liaising with collection agencies, responding to collection complaints and concerns.

6. Performs regular audits focusing on key controls and processes in critical program areas.

7. Assists with the review, evaluation, development, and implementation of legislative changes and Ministry directives pertaining to Court Services as per the direction of the Manager.

8. Ensures the processing, transfer, and reporting of fine payments are in the manner specified in the Transfer Agreement with the Attorney General.

9. Develops relationships with internal and external stakeholders, to ensure services and reporting requirements are effectively managed.

10. Investigates and resolves escalated customer service requests and concerns regarding frontline service delivery.

11. Maintains ongoing contact and consultation with City departments, municipal partners, general public, federal and provincial government ministries, judiciary, and outside agencies on matters relating to the operations of the section.

12. Maintains a thorough knowledge of all legislation with respect to compliance with statutory regulatory, legal, and Sectional requirements and procedures.

13. Coordinates the preparation of forecasts, statistical reports, schedules, presentations, and reports in compliance with Transfer Agreement and provincial reporting standards, contractual obligations, and municipal reporting requirements.

14. Coordinates, prepares and monitors the Section’s annual operating and capital budget, as directed by the Manager.

15.Controls and monitors all aspects of financial tasks related to the section and court administration including accounts receivable, accounts payable, refunds, journal entries, quarterly and yearly partners reports/statements, accruals, and reconciliations.

16. Identifies procedural and operational opportunities for change, evaluating impact and provides recommendations.

17. Acts as Clerk of the Court and Commissioner for taking affidavits, and Acts for the Manager, as required.

18. Performs such other related duties as may be required.

Education/Experience:

? Degree in public or business administration, commerce, or a related discipline; and

? Four years’ experience in court administration or

? Diploma in public, business, or judicial administration or a related discipline; and six years’ experience in court administration

? Ability to establish and maintain effective working relations with municipal partners, private and public officials, direct reports, co-workers, and the general public

? Highly self-motivated and directed

? Strong leadership skills including the ability to direct, evaluate and recognize staff; including the ability to motivate and share skills and knowledge with others

? Strong research, project/time management, analytical and problem-solving skills

? Ability to improve Sectional effectiveness and efficiency

? Independent judgement when dealing with confidential and sensitive issues

? Intermediate skill level in word processing and spreadsheet software

? Must be competent within the meaning of the Occupational Health and Safety Act Assets:

? Experience working in a municipal sector and/or union environment ? Knowledge and use of SAP software

CONDITIONS OF EMPLOYMENT:

? Will be required to travel to various work locations and provide own transportation

? Must be willing to travel, via vehicle and/or air, to satellite court locations as required

? Must take an Oath of Secrecy

? Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
